The Leader of the Opposition and the Shadow Minister for Resources & Energy released Labor's platform for the resources and energy sector on 16 September 1998. Some of the initiatives proposed include:

  • review of the post August 2001 position of taxation on the income derived from the sale of a miner's or prospector's right (currently retrospectively applied)
  • retain the Diesel Fuel Rebate Scheme and not cap the aggregate rebate
  • exempt from FBT, remote area housing provided by miners to their employees
  • effect a five year exemption for excise for Liquefied Petroleum Gas and Compressed Natural Gas on coming to office
  • broaden the existing Infrastructure Rebate to cover investments such as gas, electricity, renewable energy projects and gas pipelines
  • develop a national energy industry policy to integrate the need for improving energy efficiency, abating greenhouse gas emissions and encouraging the development and commercialisation of new Australian energy industries, including renewable and sustainable energy technology
  • encourage a greater national exploration effort on resources exploration through $30 Million additional funding to the Australian Geological Survey Office
  • establish an investment facilitator to ensure that major projects are brought on-stream as quickly as possible through coordination by Government action.
