Steven Cash authored an op-ed, "Why We Need a 'Deep State'," published by The Hill. In his piece, Cash asserts the existence of the "Steady State" within the Intelligence Community, which includes the Central Intelligence Agency, the National Security Agency and the Federal Bureau of Investigations, among others, and indicates it is "perhaps among the most important of the 'sources and methods' used in intelligence work."

"Our Intelligence Officers, by training and culture, are not loyal to a president or a party, but to the Constitution and law. They are institutionally neutral, and the Intelligence Community has developed an array of institutional 'methods' to support that neutrality," writes Cash, an opinion contributor to The Hill. He continues, "The sum total of these methods is an Intelligence Community that is not the tool of president or party. It cares little about polls and politics. It is a profession that values law and truth."

Cash previously served as Senator Dianne Feinstein's designee on the Senate Select Committee on Intelligence, and later as her Chief Counsel on the Judiciary Committee. He also served as both an Assistant General Counsel and Operations Officer with the Central Intelligence Agency. He began his career as an Assistant District Attorney in New York City.
