Global Dossier is a joint project between the IP5 Offices. The IP5 Offices include the European Patent Office (EPO), Japan Patent Office (JPO), Korean Intellectual Property Office (KIPO), State Intellectual Property Office of the People's Republic of China (SIPO), and the USPTO, i.e., the five largest patent offices in the world. Information in Global Dossier is also available from over 30 other countries through WIPO CASE. The information available in Global Dossier includes search and examination results.

Global Dossier seeks to increase the efficiency and predictability of obtaining patents globally, as well as reduce the time and cost to applicants. To accomplish those tasks, Global Dossier allows a stakeholder to have secure free access to the file histories of any related patent applications across all five participating patent offices through a single online portal and user interface. Application documents and machine-translated documents are accessible in real-time. The benefit is not just for the end user, however, as Global Dossier helps to streamline office procedures between one another. The ultimate goal of Global Dossier is one-portal management of cross-filed applications.

The USPTO reports that there are on average around 100,000 daily public accesses and over 13,000 daily USPTO examiner accesses to Global Dossier. Further, annually, the USPTO receives over 3 million requests for data from examiners in other IP5 offices via Global Dossier services.

There is a Global Dossier Taskforce to address the development of services. It is made up of the IP5 offices, WIPO, and IP5 Industry Groups: American Intellectual Property Law Association (AIPLA), Intellectual Property Owners Association (IPO), Business Europe (BE), Japan Intellectual Property Association (JIPA), Korea Intellectual Property Association (KINPA), and Patent Protection Association of China (PPAC).

Global Dossier has undergone several updates since its inception in 2015. For example, in February 2018, there were enhancements to the Citation List feature – new quick view panel to display abstract and classification for each reference. Addition of relevancy data (relevancy indication, claims, and relevant sections) for each reference (when available).
