Hoban was permanently disabled when the car he was a passenger in crashed into a pole after a Washington, D.C. Metropolitan Police Department office gave chase in her private automobile after observing a minor traffic violation. After three-and-a-half days of evidence and one-and-a-half days of deliberations, a Washington, D.C., Superior Court jury found the city liable for the officer’s negligence.”
