The Paris Memorandum of Understanding on Port State Control (the "Paris MoU") constitutes an agreement between 27 maritime authorities (including Malta) pursuant to which all member states agree to implement a harmonised system of Port State Control. In terms of the Paris MoU, all member states re-affirm their commitment to enforce the provisions of all relevant international conventions and ensure that inspection procedures are in place to identify those vessels who are not in compliance with their obligations and to adopt enforcement procedures against defaulting vessels, including the power to detain vessels.

During a press briefing held on Friday, 31st July 2020, the Hon Minister for Transport, Infrastructure and Capital Projects Ian Borg announced that Malta's maritime registry has, for the very first time, been classified among the top 20 registers on the Paris MoU white list (while also performing well in the Tokyo MoU and in America). Such a result has come about thanks to Malta's commitment and willingness to remain on top of all relevant developments from those relating to environmental protection and seafarers' rights, to maritime safety and security.

Aside from being the largest flag in Europe and the 6th largest in the world, being ranked within the top 20 maritime registers on the Paris MoU white list adds a new feather to the Malta flag's cap. Ships flying the Malta flag now evidence compliance with the highest international shipping standards worldwide.
