The European Commission has adopted a communication on a new industrial policy. This communication proposes a series of measures to promote industrial competitiveness.

Globalisation is a potential source of employment creation. But to have it, the European Union must adapt itself to the new forms of competition. New competitiveness factors are actually appearing and require intangible investments as management, training and research.

Therefore the European Union industrial policy must allow the European enterprises to resort to sufficient externalisation, to form alliances in advanced technology areas or to access financial market without difficulty. In brief, the European Union must be present in all competitiveness sectors.
