Recommendations for delivery of computer hardware have been published by the Public Procurement Office.

They follow a series of controls carried out by the PPO which identified various breaches of fair competition and equal treatment rules in the descriptions of products' technical parameters or specific technology.

The recommendations contain rules for preparing the terms of reference in a way that does not restrict fair competition, including:

  • examples of recommended descriptions of technical requirements to be used;
  • examples of provisions which are not acceptable or not recommended (e.g. because they may be potentially discriminatory);
  • situations when it is possible to depart from the recommendations.

This is not the first set of recommendations for computer hardware; a previous set was published by the Ministry of Internal Affairs and Administration.
