Brazil has signed tax treaties with the following countries which have not been ratified yet and, therefore, are not currently in force: Paraguay, Russia, Trinidad and Tobago and Venezuela.

The Official Gazette of the Union (Diário Oficial da União - DOU) of August 23, 2010 published Legal Opinion CGU/AGU Nº 01/2008 - RVJ, dated September 3, 2008, issued by the General Counselor of the Republic and approved by the Attorney-General of the Union and the President of the Republic, which extends to Brazilian companies controlled by foreigners the limits to the acquisition of Brazilian rural land by foreigners imposed by the applicable legislation.
The Brazilian federal tax authorities enacted Regulation No. 1037 ("Instrução Normativa n. 1037/2010") on June 4, 2010 listing jurisdictions classified as tax havens and privileged tax regimes as defined by Brazilian tax legislation.
On June 4, 2010, the Secretary of the Brazilian Federal Revenue Office ("Receita Federal do Brasil" – RFB) issued RFB Normative Instruction nº 1037, which contains an updated list of favored taxation countries ("países com tributação favorecida") formed by the so-called "tax haven countries" ("paraísos fiscais").
